Antigua (process for citizenship about 6 months to obtain a passport). Investment of $200,000 (which includes no equity component) or $400,000 (includes equity in real estate). Very minimal residency requirement. Visa free access to Canada. The program has more credibility than the St. Kitts & Nevis given issues have arisen in the latter with respect to passport issuance and identity management under its Investment for Citizenship Program, that resulted in Canada on November 22, 2014 instituting a Visa requirement for persons with St. Kitts & Nevis passports seeking entry into Canada.


Bulgaria Minimal physical residence requirement. Approximate 206,000 Euro payment requirement at start, with permanent residence granted within a year, and then after 1 year an additional payment of 130,000 Euro payment requirement, in total about 2.5 years to obtain citizenship. To fast track the application the initial payment is doubled to $512,000 Euro payment is required which is returned without interest after three years of which at least two of the years is after citizenship is granted. Fast track financed option for approximate 180,000 Euros also an option but no funds returned to applicant. Entire family and even adult children [for additional fee] can obtain citizenship. No language requirement. Minimum net worth of approximately 1,000,000 Euros. Visa free access to approximately 150 countries.


Cypress (process for citizenship about 6 months for passport for principal applicant and remaining family members within a year obtain passports; the passports are valid for travel and work in the EU countries; is the most expensive of the countries in this list). Investment of 2,500,000 Euros required (which includes equity component in real estate). Minimum residency requirement.


Dominican Republic (process for citizenship about 6 months to obtain a passport, depending on level of investment).  Investment of $100,000 or $200,000 (which includes no equity component in real estate). Minimal residency requirement.


Hungary (approximately 6 months to obtain permanent resident status, which allows visa free travel to any Schengen country; after 8 years can apply for citizenship), Deposit of 300,000 Euros, repaid after 5 years with no interest; additional government fees payable, For additional 500,000 Euro donation, can obtain passport within approximately 6 months. Minimal physical residence requirement, but language requirement.


Malta (permanent residence granted within half year, and citizenship within a year; visa free access to approximately 190 countries, including most of Europe; program will not access citizens of Iran and Afghanistan.) Minimal physical residence requirement. Approximate 1,050,000 Euro investment in property and government bonds.


Portugal (processing for PR in less than a year.  Right to reside, work, attend school; visa free visitor access to Schengen countries, minimal residency requirement; no net worth requirement, language requirement, no management experience requirement; right to apply for citizenship after 6 years of residency.) Investment of 500,000 Euros of property in Portugal or 1,000,000 Euro deposit in Portuguese bank for 5 years.


Spain (processing for PR in less than a year.  Right to reside, work, attend school; visa free visitor access to Schengen countries, minimal residency requirement; no net worth requirement, language requirement, no management experience requirement; right to apply for citizenship after 10 years of residency.) Investment of 500,000 Euros of property in Spain or 1,000,000 Euro deposit in Spanish bank.


In most cases, the government application/processing fees (depends if more than one option) includes a portion that is invested in real estate; the percentage varies by country.
